      Role: Deputy Manager- Procurement Reporting to: Category Lead: Procurement Location: Jaipur Job Purpose: Manage sourcing and purchase of the specified spend category, develop and sustain vendor relationships and negotiate best  price points, thereby meeting specifications of quality, timelines within the stipulated budgetary requirements. Responsibilities:  Strategy, Planning, SOP and GuidelinesTechno-Commercial Strategy and Initiatives Understand the Techno-Commercial strategy and plan for CPO/ BU/ SiteTake necessary actions in own area of work to implement strategic initiatives (Group wide/ CPO specific BU specific/ Site specific) as per planCore ProcurementPurchase Requisition (PR) Review Assist in the review of approved PR from user department; seek additional information if  required from user for correctness & completeness of PRProvide support in identifying the type and method of procurement (depending on type  of material/ services to be procured, nature of PR (normal vs. emergency PR), stocks available, availability of rate contract, value, delivery timeline etc.) Strategic Sourcing for Capex, Opex, Bulk Material & Services Contribute to the strategic sourcing process by participating in activities such as: Selection of bidding process, preparation of vendor selection approach and vendor  evaluation criteria depending on the nature of the category Preparing the request for information (RFI) document for bidder evaluation Identification of potential bidders who meet the requirements (using Company vendor  database, Supply market analysis, advertisement or recommendations from other teams) Preparation of the Request for Proposal (RFP) document Organizing and planning pre-bid meeting based on the queries and communication  requirements from vendors Technical and Commercial bid evaluation of vendors Conducting fact-based negotiations with shortlisted bidderPreparation of Note for Approval (NFA) for selected bidder (vendor) and obtaining  required approvals as per DoA Contract Preparation and Order Placement Prepare contract document as per stated protocols & standard templates Set up the approved contract record within the ERP system, using the appropriate  system steps and functionality Maintain the contract document for future reference as per defined document  management policy Send the contract to vendor and all identified stakeholders Collate the Advance Bank Guarantee/ Contract Performance Bank Guarantee (ABG/ CPBG)/ Customs related documents from vendor as per requirements Procurement through Rate Contracts: Based on approved NFA, prepare, review and issue rate contracts Prepare master outline agreement (OA) in ERP system based on rate contractPrepare PO / SO for procurement under valid rate contract Common Capex and Opex items/ packages:Responsible for supporting and driving end to end procurement activities and act as a  specialist leader for the assigned Category and report functionally to the CPO  Prepare approved common vendor list for each category in consultation with BUs QA/QC  Works towards building effective vendor relationship management for the category  tagged as per the specified specialisation  Responsible for standard technical specifications for the tagged category (in consultation  with BUs Eng. team) and provide inputs to enhance value of goods and services procured  Review and analyse data including spend analysis, commodity analysis, market  intelligence and trend analysis for the respective category segment (area of specialization) Partner with the BU team and support bidding/ estimation process with price trends,  geographical market intelligence, forecasting and other related inputs  Prepare and circulate regular MIS and SLA reports with exception reportsAssociated Procurement  ActivitiesPost Order Management Prepare BBU and get it uploaded in SAP, if applicable Address, resolve or re-allocate and share response for queries raised by vendors or from  other internal stakeholders, during expediting delivery Prepare Change Order/ Amendments in the order including quantity/ Rate variation, Extra  items, Time Extensions etc. Facilitate closure of contracts and take necessary actions Manage inbound logistics services for other Ex-Works Domestic Supplies Execute contingency plans in case of immediate business requirements  Commercial Due Diligence for M&A or any new business opportunity Assist in the interactions with target entities for mergers & acquisitions due diligence  regarding take-over of third party assets Contribute to the process of identifying requirements and obtaining clearances/  documentation for taking over assets from target entities Provide commercial inputs for any new business opportunities or business case. All plants must be certified in accordance with latest versions of ISO9001 & ISO14001.Standard operating procedures (SOPs), measuring units, measuring instruments, vendor approval, etc. need to be harmonized Process Improvement Process engineers’ work is vital to success of our aim to bring the  process under statistical control. This work must be used effectively to avoid duplication of efforts among all plants and the ensure fast implementation of progress. The Site General Manager will, therefore, ensure that the capability of our people and the methodology used to practice and effective teamwork are such that we can perform these tasks effectively. Manufacturing Efficiency Our  plants are equipped to potentially be the lowest cost polyethylene separator producer. To compare plants against each other we need to establish benchmarks. It is, therefore, the responsibility of the Site General Manager to work out according a common production performance report similar for all battery separators plants to allow us to better understand the strengths and weaknesses in all plants. The results have then to be used to build on the strengths and initiate projects to eliminate wastes & weaknesses. Investments The Site General Manager will make annual forecast of miscellaneous and RCA capital requirement to maintain the facilities and equipment, for process improvement, capacity expansion and new product manufacture. Capacity Utilization The global  capacity must be well balanced to ensure good customer service and to avoid over utilization of one plant while at the same time the other plant is under utilized. The service levels will jointly be determined and agreed with the Sales/Marketing organization. It is the responsibility of the Site General Manager to ensure conformance with specifications to allow customers to draw products from various of our plants without noticing quality differences. Manufacturing Cost (DMC) Because of the decreasing trend of selling prices a significant reduction of our DMC is vital for our continued competitiveness.  Program for the reduction of raw material prices, increased rates per man – hour and yields must be continuous and progress needs to be discussed with the production management twice per year. People A high level of quality of our products, systems and services requires a skilled, trained workforce, competent promotable employees and competitive compensation. The Site General Manager is, therefore, responsible to follow a management appraisal system. He will use the services of the divisional human relation experts and strives for one common appraisal system practiced in the product line. In the DMC operator area, at least one full – time trainer per plant is to be installed. It has to be assured that all management people and at minimum all specialists who participate in teamwork are attending basic training program for quality awareness, problem solving techniques, teamwork methodologies, and team building techniques. For as much as possible the training courses and skills that are available in the divisional human relation departments must be used. He will hire the best person at he right place, following the company policy.He will negotiate with the contracts, with the union, with the help of the Human Resource Department, the AECPL’s Corporate.He is responsible of the moral of the people, to create a positive and productive atmosphere.He will follow up training and absenteeism. Environment, Health and Safety (EH&S) The Site General Manager is responsible for the compliance of his plant with all company and government regulations. To accomplish this, he will secure the advice of competent EH&S manager, engineering groups and the insurance group inspectors.  He will install and oversee the execution of appropriate programs. Stop program from Dupont must be implemented, and the goal is to reach the “0” work accident; Communication The Site General Manager must maintain communication between the different departments on his site and the various divisional and corporate groups responsible for EH&S, engineering, human relations, legal, and so on. He has to visit customers frequently in all sales regions to gain the direct response on our performance and to better understand the users’ requirements. He will keep in close contact with our major suppliers and help for negotiating annual vendor contracts together with the Purchasing dpt & the Corporate. The Site General Manager will put importance to his personal presentation skills to become a good verbal and written communicator to effectively present the manufacturing achievements to employees and management. Work plans Annual work plans are established in the fall for the following year.
