Job Purpose

The Lead - Procurement will support the Procurement Head in leading and managing the organizations procurement function, ensuring efficient sourcing, cost optimization, timely availability of materials and services, and strong vendor management.

The role will play a critical part in strengthening procurement processes, improving commercial outcomes, and supporting project and operational requirements across the organization.

Reporting Structure

• Reporting to: Procurement Head
• Direct Reports: Procurement Managers / Executives / Buyers (as applicable)
• Internal Interfaces: Projects, Operations, Finance, Contracts, Engineering, Logistics, Stores, and Business Units
• External Interfaces: Vendors, suppliers, service providers, logistics partners, and consultants

Key Responsibilities

1. Procurement Strategy & Planning

• Support the Procurement Head in developing and implementing procurement strategies aligned with business objectives.
• Plan procurement activities in line with project timelines and operational requirements.
• Identify opportunities for cost optimization, strategic sourcing, and process improvements.

2. Strategic Sourcing & Vendor Management

• Lead sourcing initiatives for critical materials, equipment, and services.
• Identify, evaluate, and onboard new vendors to strengthen the supplier base.
• Conduct vendor performance reviews and ensure continuous improvement.

3. Procurement Operations

• Oversee the end-to-end procurement cycle including RFQs/RFPs, bid evaluations, negotiations, purchase order issuance, and delivery follow-ups.
• Ensure procurement activities are conducted in a transparent, compliant, and efficient manner.
• Monitor adherence to procurement policies and internal controls.

4. Commercial Negotiations

• Lead or support negotiations with vendors to secure competitive pricing, favorable commercial terms, and quality standards.
• Ensure optimal value for money while maintaining quality and reliability of supply.
• Work closely with Contracts and Legal teams on contractual terms where required.

5. Coordination with Projects & Operations

• Work closely with project and operations teams to understand procurement requirements and timelines.
• Ensure timely availability of materials and services to avoid project delays or operational disruptions.
• Support project teams during mobilization and execution phases.

6. Cost Management & Budget Control

• Monitor procurement budgets and track cost savings initiatives.
• Identify opportunities for value engineering and cost reduction.
• Provide procurement-related cost insights to management.

7. Process Improvement & Governance

• Strengthen procurement processes, systems, and controls.
• Drive adoption of best practices in procurement and supply chain management.
• Support digitization and automation of procurement processes where applicable.

8. Risk Management & Compliance

• Identify supply chain risks and develop mitigation strategies.
• Ensure compliance with company policies, statutory requirements, and ethical procurement practices.
• Monitor market trends, price movements, and supply risks.

9. Team Leadership & Development

• Support the Procurement Head in managing and developing the procurement team.
• Ensure effective workload distribution and timely execution of procurement activities.
• Timely and cost-effective procurement of materials and services.

Qualifications & Experience

• Bachelors degree in Engineering
• MBA or Postgraduate qualification in Supply Chain / Operations will be an advantage.
• Experience in handling large-value procurement and vendor negotiations. preferably in EPC, oil & gas, energy sectors.
