Job Description<p>Position</p><p>Sr. Liasioning Officer</p><p>Function</p><p>Projects (CA1/CA2/CA3)</p><p>Key Activities / Accountabilities</p><p>1)       Business Plan & Budget:</p><p>►        Prepare monthly & annual plan of controlled area</p><p>►        Provide budget inputs of controlled area to ZIC for preparation of zonal budget</p><p>2)       Technical Evaluation of site:</p><p>►        Technical feasibility of proposed Network (PE and Steel)</p><p>►        Provide report on planned potential vis a vis proposed Network</p><p>►        Coordinate with O&M, AI & HSE to visit and review the critical cases</p><p>►        Prepare MOC if any required for the site</p><p>►        Coordinate with planning department to prepare drawing before execution</p><p>3)       Project Planning:</p><p>►        To involve contractors in preparation of project progress of monthly and quarterly and submit for review by ZIC </p><p>►        Arrange fortnightly project progress review meeting with contractors</p><p>►        To ensure drawing of daily site plan and send data to other departments along with entry in online module</p><p>►        Record site related data and reporting of site progress.</p><p>►        Apply permission request to various government / private bodies and ensure continuous follow-up for clearances (Regular update to be provided to ZIC)</p><p>4)       Project Management:</p><p>►        Monitor project progress vis a vis budget on weekly, monthly, quarterly and yearly basis & provide feedback to ZIC for any deviation in controlled area</p><p>►        Coordinate with contractors and TPEs to get the work done as per specifications and with due adherence to safety norms / practices under guidance of ZIC</p><p>►        Certification of Contractors’ bills based on field measurement and quantity check for onward certification by ZIC</p><p>►        Liaison with local authorities for obtaining permission or extension of permission to lay pipelines and thereby ensure smooth execution of activities at site.</p><p>5)       Contractors’ Management:</p><p>►        Continuous monitoring of site to check execution in accordance to drawn plan and as per COP, OCP and SOP</p><p>►        Material reconciliation in SAP as well as physical verification at site</p><p>►        Ensure proper generation of documents by contractors as per ISO & OHSAS formats</p><p>►        Resolving site issues (technical / local coordination / liaison related) for smooth execution of project</p><p>6)       Liaison with Internal Stakeholders:</p><p>►        Inform planning department to issue drawings for planned work and coordinate for joint site visit as and if required</p><p>►        To interact with Marketing department and provide assistance to MICs in the course of process of introducing to various societies and obtain Registrations.</p><p>►        Due preparation of pre-commissioning & commissioning reports and hand over the charged line to O&M</p><p>►        Update latest situation of site to CRM department to reply to\resolve customer complaints on time</p><p>7)       Liaison with External Stakeholders:</p><p>►        To allocate various sites to different TPEs for effective utilization thereof</p><p>►        Grooming the TPEs for optimal output</p><p>►        Guiding the Contractors on any contingency plan if need arises</p><p>►        Provide necessary feedback to Government authorities or customers if any visited to office or meet at site</p><p>►        Solve issues raised by any local corporation or statutory authority in controlled area.</p><p>8)       Dashboards & Reporting:</p><p>►        Prepare daily, weekly and monthly progress report</p><p>►        Contractor performance evaluation to be done and feedback should be provided to ZIC</p><p>►        Monthly and quarterly reconciliation report of Contractors’ store</p><p>►        Assist smooth execution of any internal or external audit of controlled area as per company plan and inform the outcome of same to ZIC</p><p>9)       Quality & Safety:</p><p>►        Ensure site teams are aware of their responsibilities for safe work and must comply with requirements of HSE policy and procedure, code of practice and relevant legislation</p><p>►        Develop and engage Contractors in building up their capabilities to ensure project delivery on time and safely</p><p>►        Review of Risks / Hazards for different activities and implementation of necessary control measures at site</p><p>►        Ensure adherence to the strict norms of HSE / Quality compliances by execution team during Project execution</p><p>►        Ensure all compliances of QA technical audits of PE network and STEEL network as per QA Framework / Guidelines</p><p>Qualification & Experience:</p><p>►        Full time Bachelor of Engineering (Mechanical/Production/Electrical Civil)</p><p>►        Experience of minimum 1 year in Liasioning</p><p>►        Knowledge of Non-Destructive Techniques (viz., RT/UT/ MPI/ DP) will be an added advantage</p><p>Required Knowledge/Skills</p><p>►        Supervisory skills</p><p>►        Problem solving skills</p><p>►        Knowledge of National/International Codes & Standards (ISO/ API/ASME/PNGRB)</p><p>►        Good Knowledge of Site Safety</p><p>►        Preparation of HIRA & identification of mitigation measures</p><p>►        Effective communication</p><p>►        Interpersonal skills</p><p>►        Ability to build relationship with local authorities</p><p>►        Basic Knowledge of MS Office</p><p>►        Knowledge of MS
